Raymond Benjamin was born on December 14, 1872, in Vallejo, California.  He was an attorney and started off his profession in law by working for a local law firm in Vallejo.  Benjamin was acknowledged to the California Bar Association in 1893.  He married Mildred Frances in 1902, the daughter of G.M. Frances, who is the owner and publisher of the newspaper the Napa Register.

Benjamin worked as Napa County’s district prosecutor from 1901 up to 1907 when he was promoted to the chief deputy to California Attorney General Ulysses S. Webb. He left the post in 1919 and went back to private practice. Benjamin handled important positions in the Republican National Committee.

In March 2012, Raymond Benjamin was chosen as the Secretary-General of the International Civil Aviation Organization (ICAO) for a second three-year term from August 1, 2012 to July 31, 2015 in Montreal.Mr. Benjamin was first chosen for the post in August 2009. During his term, he polished the emphasis of the organization to make it more famous andefficient in its leadership function as the worldwide policy-setting forum for international civil aviation.

Major processes included readjusting the work of the organization around the three deliberate objectives such as Safety, Security, and Environmental Protection and the Sustainable Development of Air Transport), presenting organizational adjustments to boost collaboration and promote the development of worldwide solutions to meet future challenges, combining and supporting partnerships with investors and  advancing tactics to improve the profile of ICAO.

In his first command, Mr. Benjamin exhibited a consistent willpower to guarantee that a viable air transport system is ready for generations to come. His career in civil aviation reached more than 30 years, including 13 years as Executive Secretary of the European Civil Aviation Conference (ECAC) where he was in charge for the enhancement of policy advice and strategic choices to the President and the 42 Member States of the conference. Before joining ECAC, Mr. Benjamin was head of the Aviation Security Branch of the Air Transport Bureau of ICAO from 1989 to 1994.  He also functioned as Air Transport Officer and Deputy Secretary of ECAC since 1982 up to 1989 and handled many positions in the Civil Aviation Administration of France from 1973 up to 1982.
