The Saab 2000 was developed after the great success of the 340 model for the company saw a need to expand the passenger capacity while maintaining the efficiency of a turboprop aircraft. In addition, the aircraft was designed to fly faster so that it could compete directly with comparable jets, hence providing a lower-cost alternative. The 2000 had originally been scheduled for deliveries in late 1993, but delayed this for a short time while additional modifications were made.

Hence, whereas the first flight in this aircraft took place in early 1992, deliveries did not occur for another two years.

Some of the changes that went into the creation of the Saab 2000 included extending the body of the 340 model and moving the engines further out from the fuselage. The company used an unusual engine/turboprop design created by Allison, which was acquired not long after by Rolls-Royce. This design, the first in a non-military aircraft, operates using six-blade propellers in a forward-sweeping, slow-rotation. In addition, the Collins Pro Line 4 avionics was added to this plane, making it more efficient, easier to operate, and safer.
